Announcement of the start of online application acceptance via email

ANNOUNCEMENT of the start of online application acceptance via email (d.mustafina@atameken.kz) to participate in the competition for the right to sublease land plots for placing street trade objects among business entities belonging to socially vulnerable segments of the population under the quota!

WARNING: due to COVID-19, applications are accepted online, there is no need to come to the Chamber of Entrepreneurs of Nur-Sultan

The Chamber of Entrepreneurs of Nur-Sultan informs about the start of online reception (via e-mail: d.mustafina@atameken.kz) of applications for participation in the competition for obtaining the right to sublease land plots for the placement of street trade objects under the quota within the framework of the project "on the placement of pavilions in the city of Nur-Sultan for street trade" (hereinafter – Project) and in accordance with the Regulations Of the Chamber of Entrepreneurs of the city of Nur-Sultan on the distribution of land plots for placing street trade objects among business entities belonging to socially vulnerable segments of the population (hereinafter - Regulations).

Applications for participation will be accepted from 10/06/20 to 29/06/20 at the following email address: d.mustafina@atameken.kz, number +7(7172) 91-90-84

The Chamber of Entrepreneurs of the city of Nur-Sultan, in accordance with the Rules for the provision of land plots by the joint-stock company “Social - Entrepreneurial Corporation “Astana” for the placement of street trade facilities, is granted the right to commission distribution of 9 land plots among business entities belonging to socially vulnerable groups of the population according to a quota.

The following documents should be attached to the application for a land plot under the quota (the application form is attached):

• a copy of the coupon and notification (certificate) of registration of an individual entrepreneur;
• copy of the applicant's identity card;
• document certifying the representative's authority (if necessary);
• certificate from the bank about the current account of an individual entrepreneur;
• certificate of no tax arrears at the time of filing the application;
• document confirming that the applicant belongs to socially vulnerable groups of the population;
• participant's business project with a brief description and/or presentation.

Only individual entrepreneurs are allowed to participate in the competition, who are registered in accordance with the procedure established by law and do not have tax debts and other obligatory payments to the budget, as well as those who are compulsorily related to socially vulnerable segments of the population in accordance with clause 16 of the Regulations.

According to the Regulations, socially vulnerable segments of the population include:

• disabled people and participants of the Great Patriotic War;
• persons equated to disabled people and participants of the Great Patriotic War;
• disabled people of groups 1, 2 and 3;
• Families that have or are raising children with disabilities;
• orphans and children left without parental care, under the age of twenty-nine, who lost their parents before they reached adulthood;
• mothers with many children, awarded with the pendants "Altyn alka" and "Kumis alka", or previously awarded the title "Mother Heroine", as well as mothers awarded with the I, II and III degrees of "Maternal Glory";
• families of persons who died in the performance of state or public duties, military service, during the preparation or implementation of a flight into outer space, while saving human life, while protecting law and order;
• single-parent low-income families;
• single mothers with many children.

The application is subject to rejection in the following cases:

• failure to submit the required documents or submission of false and/or incomplete information specified in paragraph 9 of the Regulation;
• submission of an application by a person who does not have the right to purchase a land plot for sublease, in accordance with the Land code of the Republic of Kazakhstan;
• finding a person in the register of unscrupulous participants, which is formed by the JSC “SEC "Astana".

During an online meeting (in the format of a ZOOM or WhatsApp video conference), the participant presents his/her business project and informs the Commission members about the goals and plans for its implementation. The time limit for the presentation is no more than 5 (five) minutes.

The winner of the competition must submit a payment document confirming the payment of the guarantee fee in the amount of 50 MCI within 2 (two) business days to the Chamber of Entrepreneurs of Nur-Sultan for the conclusion of a sublease agreement.

If the winner refuses to enter into a sublease agreement, the right to enter into a sublease agreement passes to the second winner.
