Auction terms and conditions: The auction is conducted by an auctioneer. The auction for each auction item begins with the auctioneer's announcement of its name, brief description, auction method, initial price, and price change step. The auctioneer announces a step change in the bidding process. In this case, the step changes from five to ten percent of the current price of the object. The auction is held using the English method(for an increase in the initial price). The auctioneer announces the initial price of the item and the step of increasing the price. By raising the auction number, bidders increase the starting price, but not by less than the announced step.The auctioneer announces the auction numbers of participants in the auction for the object, fixes the price and offers to increase it. The auctioneer announces the auction number of the bidder who offered the highest price for the item. The auctioneer repeats the last price of the item three times and, if there are no other auction numbers raised, announces the sale of the item with a hammer blow. After determination of the winning bidder, the seller in the event of failure of the tendering procedures and respective responsibilities for the conclusion and execution of the contract of purchase and sale, provides the right to buy the object party, who called at the auction the second highest price for this object (the second buyer).
Terms of sale of land lease rights and list of encumbrances (restrictions): the buyer is obliged to sign the Protocol on results of auction in day of its carrying out, to enter into a contract for the sale of lease rights of the land with the state institution "Department of architecture, urbanism and land relations of Astana city" within one working day from the date of adoption of the relevant resolution of the akimat of Astana city and to fulfill the obligations thereunder,to enter into a contract on conditions of development, use land in accordance with the purpose, if necessary, to give interested persons the right to limited use of land plots(servitude), timely payment of rent.
The auction price of the land plot fixed at the auction is paid in the form of an advance payment in the amount of 50% of the price set during the auction, no later than 5 banking days from the date of signing the contract of sale, the remaining amount is paid no later than 30 calendar days from the date of signing the contract of sale.
The amount of the guarantee fee for participation in the auction is 5% of the initial price of the object, but not less than 50 monthly calculation indicators. The guarantee fee is transferred by Bank transfer to the registration account of RSU "management of assets and public procurement of Astana city" using the following bank details: IIC KZ940705023320001001 GU "Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan", BIC KKMFKZ2A, BIN 141240027811, KBE 12, KNP 171.
Note: The guarantee fee for each auction item is paid separately.
To register as an auction participant, you must submit the following documents:
1) application for participation in the auction;
2) payment document confirming payment of the guarantee fee;
3) a document certifying the authority of the representative.
To confirm the authenticity of copies, the originals must be presented for verification.
Foreigners or foreign legal entities submit notarized copies of their foreign passport or constituent documents with notarized translation into Kazakh and (or) Russian.
Applications for participation in the auction are accepted from the date of publication of the information message at the address: Astana, Beibitshilik str., 11, office 106 and end at 15:00 on July 4, 2018.
Registration of auction participants (if there is a ticket for the participant) will be held on July 5, 2018 from 14: 30 and before the auction at the address: Astana, Beibitshilik str., 11, 2nd floor, cinema hall.
On June 21, 2018, from 10:00 to 12:00, a seminar on explaining auction issues will be held in the building of the akimat at Beibitshilik 11, office 103.
